RE: PRELIMINARY DETERMINATION - HIGH TENACITY RAYON FILAMENT
YARN FROM GERMANY


1. The Department of Commerce will published in the Federal
Register on February 20, 1992, notice of its preliminary
determination that high-tenacity rayon filament yarn from Germany
is being sold in the United States at less than fair value.

2. The product covered by this investigation is high-tenacity
rayon filament yarn. This product is a multifilament single yarn
of viscose rayon with a twist of five turns or more per meter,
having a denier of 1100 or greater. This yarn is currently
classifiable under item 5403.10.30.40 of the HTS. High-tenacity
rayon filament yarn is used for industrial applications,
including automotive hoses and high-performance tires and hoses
for appliances.

3. For further reporting purposes, this case has been assigned
investigation number A-428-810.

4. The Department has preliminarily determined that critical
circumstances exist with respect to Akzo Faser AG (Akzo).
Therefore, for all exports of high-tenacity rayon filament yarn
from Germany by Akzo, the Customs Service shall suspend
liquidation of such entries of high-tenacity rayon filament yarn
that are entered or withdrawn from warehouse on or after
November 22, 1991, and shall require a cash deposit or the
posting of a bond equal to the weighted-average-margin percentage
listed below. For exports of high-tenacity rayon filament yarn
from Germany by all companies other than Akzo, the Customs
Service shall suspend liquidation of such high-tenacity rayon
filament yarn that is entered or withdrawn from warehouse on or
after February 20, 1992, and shall require a cash deposit or the
posting of a bond equal to the estimated preliminary margin
percentage listed below.
