1. On 08/31/2021, the Court of Appeals for the Federal Circuit (CAFC) issued a decision reversing the Court of International Trade's (CIT) decision in Goodluck India Limited v. United States (CIT Court No. 18-00162; CAFC Court No. 2020-2017) and sustaining Commerce's original final determination in the antidumping duty investigation on cold-drawn mechanical tubing of carbon and alloy steel (cold-drawn mechanical tubing) from India. On 11/18/2021, the CIT issued a final decision. Accordingly, on 12/29/2021, Commerce published an amended final determination and order in the Federal Register (86 FR 74069) reinstating Goodluck India Limited under the cold-drawn mechanical tubing order. Commerce also resumed the first administrative review covering the period 11/22/2017 to 05/31/2019 and reinitiated the second administrative review covering the period 06/01/2019 to 05/31/2020 with respect to Goodluck India Limited. 2. For shipments of cold-drawn mechanical tubing from India entered, or withdrawn from warehouse, for consumption from 11/22/2017 through 09/09/2021, except for those entries listed in paragraph 5, CBP shall continue to suspend liquidation of any unliquidated entries for the producer/exporter listed below until appropriate liquidation instructions are issued: Producer and Exporter: Goodluck India Limited Case Number: A-533-873-001 There are no changes to the cash deposit requirement for such entries. 4.
