LIQUIDATION OF 1989 AND 1990.

1. THE DEPARTMENT OF COMMERCE PUBLISHED IN THE FEDERAL REGISTER
OF DECEMBER 19, 1986 (51 FR 45497) THE FINAL RESULTS OF ITS
ADMINISTRATIVE REVIEW OF THE COUNTERVAILING DUTY ORDER ON
CERTAIN CASTOR OIL PRODUCTS FROM BRAZIL. THE REVIEW COVERS
THE PERIOD JANUARY 1, 1984 THROUGH DECEMBER 31, 1984.

2. IMPORTS COVERED BY THE REVIEW ARE SHIPMENTS OF BRAZILIAN
HYDROGENATED CASTOR OIL AND 12-HYDROXYSTEARIC ACID. DURING
THE REVIEW PERIOD, SUCH MERCHANDISE WAS CLASSIFIABLE UNDER
ITEM NUMBER 178.2000, 490.2650, AND 490.2670 OF THE TARIFF
SCHEDULES OF THE UNITED STATES ANNOTATED.

3. THE TOTAL NET SUBSIDY WAS FOUND TO BE 2.66 PERCENT AD VALOREM
FOR ALL SHIPMENTS DURING THE PERIOD OF JANUARY 1, 1984
THROUGH DECEMBER 31, 1984.

4. THE PROVISIONS OF SECTION 778 OF THE TARIFF ACT REQUIRE THAT
INTEREST BE PAID ON OVERPAYMENT OR UNDERPAYMENTS OF AMOUNTS
DEPOSITED AS ESTIMATED COUNTERVAILING DUTIES. SUCH INTEREST
IS PAYABLE AT THE RATE IN EFFECT UNDER SECTION 6621 OF THE
INTERNAL REVENUE CODE OF 1954 FOR SUCH PERIOD. THE INTEREST
SHALL BE CALCULATED AT THE RATE FROM THE DATE OF PAYMENT OF
ESTIMATED DUTIES THROUGH THE DATE OF LIQUIDATION.

5. THE SUSPENSION OF LIQUIDATION ORDERED FOR THIS MERCHANDISE
EXPORTED ON OR BEFORE DECEMBER 31, 1984 IS LIFTED. (IE.
LIQUIDATE)

NO ADMINISTRATIVE REVIEW WAS REQUESTED FOR THE PERIOD
JANUARY 1, 1989 THROUGH DECEMBER 31, 1990. THEREFORE,
LIQUIDATE ENTRIES FOR ALL FIRMS AT THE CASH DEPOSIT RATE
REQUIRED AT THE TIME OF ENTRY FOR THIS PERIOD.
SUSPENSION OF LIQUIDATION FOR ALL ENTRIES OF THIS MERCHANDISE
EXPORTED ON OR AFTER JANUARY 1, 1991 WILL CONTINUE.

6. CUSTOMS OFFICERS SHALL COLLECT A CASH DEPOSIT OF ESTIMATED
COUNTERVAILING DUTIES IN ACCORDANCE WITH OUR PREVIOUS
INSTRUCTIONS. THIS DEPOSIT REQUIREMENT WILL REMAIN IN EFFECT
UNTIL PUBLICATION OF THE FINAL RESULTS OF THE NEXT
ADMINISTRATIVE REVIEW OF THE COUNTERVAILING DUTY ORDER ON
THIS MERCHANDISE.
