RE: PRELIMINARY ANTIDUMPING DUTY DETERMINATION OF CERTAIN
CARBON STEEL BUTT-WELD PIPE FITTINGS FROM PRC(A570-814)


1. The Department of Commerce published on December 26, 1991,
its preliminary determination of sales at less than fair value
regarding pipe fittings from the PRC. Commerce also made a
preliminary determination that critical circumstances exist with
respect to the subject imports.

2. The products covered by this investigation are carbon steel
butt-weld pipe fittings, having an inside diameter of less than
360 millimeters (14 inches), imported in either finished or
unfinished form. These formed or forged pipe fittings are used
to join sections of piping systems where conditions require
permanent, welded connections, as distinguished from fittings
based on other fastening methods (e.g., threaded, grooved, or
bolted fittings). Carbon steel butt-weld pipe fittings are
currently classified under subheading 7307.93.30 of the
Harmonized Tariff Schedule (HTS). Although the HTS subheadings
are provided for convenience and customs purposes, our written
description of the scope of this proceeding is dispositive.

3. For further reporting purposes this case has been assigned
investigation number A-570-814.

ACTION:


4. U.S. Customs Service shall suspend liquidation of all entries
of carbon steel butt-weld pipe fittings from the PRC from all
manufacturers, producers and exporters, that are entered or
withdrawn from warehouse for consumption on or after
September 27, 1991, (i.e., 90 days prior to the date of
publication of the preliminary determination notice in the
Federal Register), and shall require a cash deposit or the
posting of a bond equal to the estimated preliminary margin
percentages listed below:
