ON 11/18/2011, THE U.S. COURT OF INTERNATIONAL TRADE ISSUED A PRELIMINARY INJUNCTION ENJOINING LIQUIDATION OF CERTAIN ENTRIES WHICH ARE SUBJECT TO THE ANTIDUMPING DUTY ORDER ON CERTAIN ACTIVATED CARBON FROM THE PEOPLE'S REPUBLIC OF CHINA (“PRC”) (A-570-904) FOR THE PERIOD 04/01/2009 THROUGH 03/31/2010.

2. THIS INJUNCTION WAS ISSUED IN CONNECTION WITH COURT CASE NUMBER 11-00451 AND ENJOINS LIQUIDATION OF THE ENTRIES DESCRIBED IN PARAGRAPH 3 BELOW.

3. ACCORDINGLY, UNTIL FURTHER NOTICE, DO NOT LIQUIDATE ENTRIES OF SUBJECT MERCHANDISE WHICH WERE EXPORTED FROM CHINA BY CALGON CARBON (TIANJIN) CO., LTD. (A-570-904-008, A-570-904-009, A-570-904-010, A-570-904-011, A-570-904-012, A-570-904-013, A-570-904-014, A-570-904-015, A-570-904-016, A-570-904-017, A-570-904-018, A-570-904-019, A-570-904-020, A-570-904-021, A-570-904-022, A-570-904-023, A-570-904-024, A-570-904-025, A-570-904-026, A-570-904-027, A-570-904-028, A-570-904-029, A-570-904-030, A-570-904-031, A-570-904-032, A-570-904-033, A-570-904-034, AND A-570-904-090) OR NINGXIA HUAHUI ACTIVATED CARBON CO., LTD. (A-570-904-053 AND A-570-904-094) AND WHICH WERE ENTERED, OR WITHDRAWN FROM WAREHOUSE, FOR CONSUMPTION ON OR AFTER 04/01/2009 THROUGH 03/31/2010. ANY ENTRIES THAT ARE SET FOR LIQUIDATION MUST BE UNSET IMMEDIATELY. CONTINUE TO SUSPEND LIQUIDATION OF THESE ENTRIES UNTIL LIQUIDATION INSTRUCTIONS ARE ISSUED.

4. THIS INJUNCTION APPLIES TO THE LIQUIDATION INSTRUCTIONS COVERED BY MESSAGE NUMBERS 1319310 AND 1321315.

5. EFFECTIVE IMMEDIATELY, CBP IS INSTRUCTED TO PREVENT LIQUIDATION OF ANY ENTRIES SUBJECT TO THE ABOVE.

6. COMMERCE'S APO DOCKET CENTER WAS SERVED WITH THE ABOVE-REFERENCED INJUNCTION ON 11/18/2011. PURSUANT TO THE TERMS OF THE INJUNCTION, NO LIQUIDATION OF THE ENTRIES COVERED BY THE INJUNCTION MAY BE MADE FOR ENTRIES WHICH REMAIN UNLIQUIDATED AS OF 5:00 PM ON THE FIFTH BUSINESS DAY AFTER THE DAY ON WHICH COPIES OF THIS ORDER ARE PERSONALLY SERVED ON COMMERCE'S APO DOCKET CENTER.
