1. Department of Commerce published its Final Affirmative
Countervailing Duty Determination and Countervailing Duty Order
in the investigation of steel wire rope from Thailand on
September 11, 1991. Vivat Steel Wire Rope (1979) Company Limited
is excluded from the affirmative determination and order.

2. The product covered by this investigation is steel wire rope.
Steel wire rope encompasses ropes, cables, and cordage of iron or
steel, other than stranded wire, not fitted with fittings or made
up into articles, and not made up of brass plated wire.
Excluded from this investigation is stainless steel wire rope,
i.e., ropes, cables, and cordage other than stranded wire, of
stainless steel, not fitted with fittings or made up into
articles, which is classifiable under Harmonized Tariff Schedule
(HTS) subheading 7312.10.6000.
Wire rope is currently classified under subheadings
7312.10.9030, 7312.10.9060, and 7312.10.9090 of the HTS.
Although the HTS subheadings are provided for convenience and
customs purposes, our written description of the scope of this
investigation is dispositive.

ACTION:

3. U.S. Customs field officers should suspend liquidation on all
entries of steel wire rope from Thailand (with the exception of
entries of Vivat product) that are entered, or withdrawn from
warehouse, for consumption on or after September 11, 1991, and
require a cash deposit on entries of this product in the amount
of 0.56 percent ad valorem. This suspension will remain in
effect until further notice.

4. For further reporting purposes, this countervailing duty case
has been assigned investigation number C-549-806.
