1. On 04/30/2020, the U.S. Court of International Trade issued a final decision in the case of Goodluck India Limited v. United States (Court No. 18-00162). Commerce has amended the final determination in the antidumping duty investigation on certain cold-drawn mechanical tubing of carbon and alloy steel from India. This amendment was published on 05/27/2020 in the Federal Register (85 FR 31742) and changes the cash deposit rate for a certain producer/exporter.

2. The products covered by this investigation are described in message 8165301, dated 06/14/2018.

3. This proceeding has been assigned case number A-533-873.

4. For shipments of certain cold-drawn mechanical tubing of carbon and alloy steel from India entered, or withdrawn from warehouse, for consumption on or after 05/10/2020, CBP shall require, for such entries, a cash deposit equal to the margin for the producer/exporter listed below:

5. Merchandise exported by Goodluck India Limited that is produced by any other company, and merchandise produced by Goodluck India Limited that is exported by any other company, that is entered, or withdrawn from warehouse, for consumption on or after 05/10/2020, should be entered under the appropriate producer/exporter rate and suspended at the cash deposit rate in effect for that company.

6. These cash deposit instructions will remain in effect until further notice. Do not liquidate any entries of the merchandise covered by paragraphs 4 and 5 above until specific liquidation instructions are issued.
