1. On 02/11/2020, Commerce published in the Federal Register its preliminary affirmative determination of critical circumstances in the countervailing duty investigation of utility scale wind towers from Indonesia (85 FR 7724).


2. The merchandise covered by this investigation is described in message 9227310, dated 08/15/2019.

3. This proceeding has been assigned case number C-560-834.

4. Commerce has determined that critical circumstances exist for imports of utility scale wind towers from Indonesia from the producers and/or exporters listed below. Accordingly, for imports of such merchandise, CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 09/14/2019, which is 90 days prior to the date of publication of the affirmative preliminary determination in the Federal Register (84 FR 68109, 12/13/2019). Effective 09/14/2019, for entries of utility scale wind towers from Indonesia from the producers and/or exporters listed below, CBP shall require, for such entries, a cash deposit equal to the percentage of entered value for the producers and/or exporters listed below.
