1. On 02/03/2020, the U.S. Court of International Trade issued a statutory injunction (SI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping and countervailing duty orders on cold-rolled steel flat products from the Republic of Korea (A-580-881) (A-552-001) (C-580-882) (C-552-002) on or after 08/02/2018. This SI was issued in connection with court number 20-00018.

2. This SI enjoins liquidation of entries of cold-rolled steel flat products from the Republic of Korea that were produced by VNSTEEL - Phu My Flat Steel Co. and imported by Ferrostaal Metals GmbH that were the subject of the United States Department of Commerce's final determination in Certain Cold-Rolled Steel Flat Products from the Republic of Korea: Affirmative Final Determinations of Circumvention of the Antidumping Duty and Countervailing Duty Orders, 84 Fed. Reg. 70,934 (Dep't Commerce Dec. 26, 2019), that were entered, or withdrawn from warehouse, for consumption, on or after 8/2/2018.

3. Effective 02/03/2020 (the date the Court issued the SI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 02/03/2020. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the SI.

5. The SI applies to the liquidation instructions in message numbers 9338308, dated 12/04/2019, 8338306, dated 12/04/2018, 9331319, dated 11/27/2019.
