RE: The tariff classification of three dog collar and lead sets, from China.
Dear Ms. Jones:
In your letter dated May 11, 2004, you requested a tariff classification ruling.
While no representative samples were submitted, you did provide a brief description of the items you intend to import along with a few pictures. Essentially, you intend to import the following three dog collar and lead sets which you described in your correspondence as follows:
1) Collar/lead: all leather, cotton stitch and metal hardware.
2) Collar/lead: cotton Denim, PVC badge, and metal hardware.
3) Collar/lead: All PVC, Cotton stitch and metal hardware.
Basically, all three items consist of the dog’s collar along with the respective lead or leash to secure to such collar when one might be walking the dog.
The applicable subheading for all three sets will be 4201.00.3000, Harmonized Tariff Schedule of the United States (HTS), which provides for saddlery and harness for any animal …of any material: dog leashes, collars, muzzles, harnesses and similar dog equipment. The duty rate is 2.4 percent ad valorem.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
