RE: The tariff classification of the Bandaby Hamster Home from China
Dear Ms. Zimermann:
In your letter dated September 15, 2026, you requested a tariff classification ruling. Photographs of the item
were submitted with your request.
This ruling is part of a split ruling request. The other portion of the request was assigned Ruling Number
N365065. This ruling covers only the Bandaby Hamster Home.
The Bandaby Hamster Home is an A-frame enclosure for small hamsters. The item is available in three
model numbers: BND-HH-TC (GTIN 4270005471730) with a light terra cotta exterior color, BND-HH-CG
(GTIN 4270005471754), with a mint green exterior color, and BND-HH-PG (GTIN 4270005471778), with
an off white and pale grey exterior color. When fully assembled, the hamster home measures approximately
47.24 inches long by 27.56 inches high by 23.62 inches wide.
The hamster housing consists of an base panel, right and left side panels, middle and bottom back beams, top
and bottom beams, bottom beam welding brackets, window bar, and door handles. All of which are made
from extruded aluminum with an Aluminum Association Series Designation (AASD) of 6063.
The front and back panels and the door are made of Polymethylmethacrylate (PMMA). The hardware
includes steel hinges, steel screws, steel cap nuts, rubber foot pads, and two magnets.
Classification of merchandise under the Harmonized Tariff Schedule of the United States (HTSUS), is in
accordance with the General Rules of Interpretation (GRIs) taken in order. The Bandaby Hamster Home is a
composite good made of different materials that are classifiable in different headings of the tariff. GRI 3(b)
of the HTSUS provides, in relevant part, that composite goods which cannot be classified by reference to
GRI 3(a) shall be classified as if they consisted of the material or component which gives them their essential
character. The aluminum accounts for the vast majority of the bulk, weight, and value for the hamster home.
The essential character of the subject hamster home is imparted by the aluminum components. In accordance
with GRI 3(b), the Bandaby Hamster Home will be classified in heading 7615, which provides for table,
kitchen or other household articles and parts thereof, of aluminum.
The applicable subheading for the Bandaby Hamster Home, model numbers BND-HH-TC (GTIN
4270005471730), BND-HH-CG (GTIN 4270005471754), and BND-HH-PG (GTIN 4270005471778) will be
7615.10.9100, HTSUS, which provides for “Table, kitchen or other household articles and parts thereof, of
aluminum; sanitary ware and parts thereof, of aluminum: Table, kitchen or other household articles and parts
thereof; pot scourers and scouring or polishing pads, gloves and the like: Other: Other.” The general rate of
duty will be 3.1 percent ad valorem.
The duties cited above are current as of this ruling’s issuance. Duty rates are provided for your convenience
and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided
at https://hts.usitc.gov/.
This ruling does not address the applicability of any additional duties, taxes, fees, exactions and/or other
charges, which may apply to the goods discussed herein. This includes, but is not limited to, tariffs and other
duties as provided for in Subchapter III to Chapter 99, HTSUS. Thus, for example, in addition to the
classification stated above, the merchandise covered by this ruling may also need to be reported with either
the Chapter 99 provision under which an additional tariff applies or one of the Chapter 99 provisions
covering exceptions to such tariffs.
