RE: The tariff classification of a glitter bulletin border from China
Dear Ms. Barnes:
In your letter, dated June 11, 2020, you requested a tariff classification ruling. The ruling was requested for Item 20704801, a paper glitter bulletin border. Photos and product information were submitted for our review.
Item 20704801 is a bulletin border constructed of paper that is printed and coated to have a glitter effect. The paper measures 3” wide by 19” long. It is cut straight along one long edge and is scalloped on the opposite edge. The paper is mounted to the edges of a bulletin board to form a graphic border.
The applicable subheading for the glitter bulletin border will be 4823.90.6700, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Other paper, paperboard, cellulose wadding and webs of cellulose fibers, cut to size or shape; other articles of paper pulp, paper, paperboard, cellulose wadding or webs of cellulose fibers: Other: Other: Other: Of coated paper or paperboard: Other. The rate of duty will be free.
Pursuant to U.S. Note 20 to Subchapter III, Chapter 99, HTSUS, products of China classified under subheading 4823.90.6700, HTSUS, unless specifically excluded, are subject to an additional 25% percent ad valorem rate of duty. At the time of importation, you must report the Chapter 99 subheading, 9903.88.03, in addition to subheading 4823.90.6700, HTSUS, listed above.
The HTSUS is subject to periodic amendment so you should exercise reasonable care in monitoring the status of goods covered by the Note cited above and the applicable Chapter 99 subheading.
