Dear Ms. Bowman:

This letter corrects Ruling Number N280253, dated November 4, 2016, to reflect an error in the product name. A complete corrected ruling follows.

In your letter received October 13, 2016, you requested a tariff classification ruling on “Mn-OCTOATE 8%.” You have indicated that the product at issue is a chemical additive, intended to be used in the manufacture of automotive paints. You provided additional information via e-mail, which indicates that “Mn-OCTOATE 8%” is a reaction accelerator.

The applicable subheading for “Mn-OCTOATE 8%” will be 3815.90.5000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Reaction initiators, reaction accelerators and catalytic preparations, not elsewhere specified or included: Other: Consisting wholly of inorganic substances: Other. The general rate of duty will be free.

This merchandise may be subject to the requirements of the Toxic Substances Control Act (TSCA), which are administered by the U.S. Environmental Protection Agency.
