RE: The tariff classification of a light adapter from China
Dear Mr. Mustedanagic:
In your letter dated August 16, 2016, you requested a tariff classification ruling.
The product is a stainless steel light adapter that has a flat mounting plate welded to a tube of 2.38 inches in diameter. The stainless steel flat mount light adapter enables users to mount the parking lot light, which is made for a round pole to be mounted on a square pole or a wall. It switches the light mount from a round pole to a square pole or a flat wall mount. The adapter can be used on any parking lot lights that are made for round pole mounting. This part is not designed for a specific light fixture.
The applicable subheading for the light adapter will be 9405.99.4090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for "Lamps and lighting fittings…and parts thereof not elsewhere specified or included: Parts: Other: Other." The general rate of duty will be 6 percent ad valorem.

You have also asked whether this product is subject to antidumping duties or countervailing duties (AD/CVD).
