RE: The tariff classification of a glove from China
Dear Ms. Tsiavos:
In your letter dated January 12, 2015, you requested a tariff classification ruling.
The submitted sample, item 90518, “Biker Gloves,” is a half-fingered glove constructed from 100% polyester brushed knit fabric that is bonded to a layer of polyurethane plastic. You have indicated that the plastic is over 50% of the weight of the glove. You state that this is a Halloween accessory. The glove features fourchettes, perforations in the knuckle area, a hook and loop closure at the back wrist and a reinforcement patch over foam on the palm side.
The applicable subheading for this style will be 6116.10.9500, Harmonized Tariff Schedule of the United States (HTSUS), which provides “Gloves, mittens and mitts, knitted or crocheted: impregnated, coated or covered with plastics or rubber: other: with fourchettes: other.” The duty rate will be 7% ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
