RE: The tariff classification of “NOIGEN EA-137” from Japan
Dear Mr. Shameel:
In your letter received May 29, 2015, you requested a tariff classification ruling on “NOIGEN EA-137.” Your submission indicates that the product at issue is an emulsifier, disperser, and emulsifier for emulsion polymerization. This product is intended for industrial use in the production of paint by the U.S. automotive industry. We have determined that “NOIGEN EA-137” is a nonionic surface-active agent.
The applicable subheading for “NOIGEN EA-137” will be 3402.13.5000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Organic surface-active agents (other than soap); surface-active preparations, washing preparations (including auxiliary washing preparations) and cleaning preparations, whether or not containing soap, other than those of heading 3401: Organic surface-active agents, whether or not put up for retail sale: Other: Other. The general rate of duty will be 3.7%.
