RE: The tariff classification of Nut Driver Sets from China.
Dear Mr. Sarang:
In your letter dated January 15, 2015, you requested a tariff classification ruling.
The imported merchandise consists of the following four items packaged for retail sale:
• 7 Piece SAE Nut Driver Set (SKU number 69109)
• 7 Piece Professional SAE Nut Driver Set (SKU number 69239)
• 7 Piece Metric Nut Driver Set (SKU number 69110)
• 7 Piece Professional Metric Nut Driver Set (SKU number 69238)
The imported tools are identical to a screwdriver in every way except for the head shape and the shaft. The handles are made of plastic and the shafts and heads are made of steel. At the head of each shaft is a socket shaped head that fits SAE or metric nuts. The hollow shaft allows the tool to turn nuts with protruding bolts. The handle and the working edge are aligned such that the exerted force used to turn the tool is in line with the main axis of the nut and bolt. The nut drivers are designed for turning nuts, although they could also be used to turn hex-head screws.
The applicable subheading for the Nut Driver Sets, SKU numbers 69109, 69239, 69110, and 69238, will be 8205.40.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for handtools (including glass cutters) not elsewhere specified or included; blow torches and similar self-contained torches; vises, clamps and the like, other than accessories for and parts of machine tools; anvils; portable forges; hand- or pedal-operated grinding wheels with frameworks; base metal parts thereof: screwdrivers, and parts thereof. The rate of duty will be 6.2% ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
