RE: The tariff classification of a dome light component from an unspecified country

Dear Ms. Mayne,

In your letter dated January 3, 2013, you requested a tariff classification ruling.

The item being considered is an “Internal Dome Light Component” (Part # 690014). You state that the “Internal Dome Light Component” is specifically designed and manufactured for an automotive application. The circuitry is designed to automotive requirements and the wiring harness and connector are designed to mate with a wiring harness in the vehicle, restricting its use in any other capacity. It is a circular piece of populated circuit board with a diameter of 1 ¼ inches; an LED circuit and push button switch with a red, white and black wiring connection measuring approximately 3 ½ inches.

The applicable classification subheading for the “Internal Dome Light Component” (Part # 690014) is 8512.90.6000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Electrical lighting or signaling equipment … , of a kind used for … motor vehicles; parts thereof: Parts: Of lighting equipment: Other.” The general rate of duty will be Free.

Duty rates are provided for your convenience and are subject to change. The text of the most recent Harmonized Tariff Schedule of the United States and the accompanying duty rates are provided on the World Wide Web at http://www.usitc.gov/tata/hts/.

All prospective imports of motor vehicle lamps, reflective devices and associated equipment must meet the requirements of 49 C.F.R. 571.108 and 49 U.S.C. 3112(a) which are administered by the National Highway Traffic Safety Administration (NHTSA).  They can be contacted at 1-888-327-4236 or www.nhtsa.gov.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).

A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported. If you have any questions regarding the ruling, contact National Import Specialist Matthew Sullivan at 646-733-3013.
