RE: The tariff classification of beads from an unknown country

Dear Mr. Stewart:

In your letter received on September 18, 2012, you requested a tariff classification ruling. The submitted sample will be retained by this office.

The merchandise under consideration is described as Metal/Enamel Beads, style number A16P12776-3. It consists of four identical beads strung together on a packaging card. Each spherical bead is made of 80 percent iron, 20 percent enamel and appears to be constructed of woven wire mesh. The wire mesh is coated with enamel, which provides the bead with its vibrant purple color. You indicate in your letter that the beads are sold exclusively in the jewelry making section of your retail stores.

The applicable subheading for the base metal beads will be 8308.90.3000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for beads and spangles of base metal. The general rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
