RE: The tariff classification of Melamine cyanurate (MCA), CAS No. 37640-57-6, and Melamine polyphosphate (MPP), CAS No. 218768-84-4 from China
Dear Mr. Cheng:
In your letter dated December 21, 2011 you requested a tariff classification ruling.
Melamine cyanurate, also known as 1,3,5-Triazine-2,4,6(1H,3H,5H)-trione, compd. with 1,3,5-triazine-2,4,6-triamine (1:1), is a salt of Melamine and Cyanuric acid, both of which contain an unfused triazine ring. The product is indicated for use as a flame retardant in many industrial and consumer applications.
The applicable subheading for Melamine cyanurate will be 2933.69.6050, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Heterocyclic compounds with nitrogen hetero-atom(s) only: Compounds containing an unfused triazine ring (whether or not hydrogenated) in the structure: Other: Other. The rate of duty will be 3.5 percent ad valorem.

Your inquiry does not provide enough information for us to give a classification ruling on Melamine polyphosphate. Your request for a classification ruling should include the chemical structure. Also, specify the average number of repeating monomer units. When this information is available, you may wish to consider resubmission of your request.
