RE: The tariff classification of a wallet from China
Dear Ms. Pendris:
In your letter dated September 30, 2011, you requested a tariff classification ruling. Your letter lists style 40209, a tote bag, and style 40210, a wallet, but only a sample of the wallet has been submitted with your request. As such, this ruling only pertains to style 40210. Your sample will be returned to you.
Style 40210 is a bi-fold wallet constructed with an outer surface of 100% polyester textile material. The wallet’s interior consists of a zippered section for paper currency, two business/credit card slots, and a zippered pocket for coins. The wallet secures with a hook-and-loop closure and measures approximately 5” (W) x 4” (H) x 0.25” (D).
The applicable subheading for the bi-fold wallet will be 4202.32.9550, Harmonized Tariff Schedule of the United States (HTSUS), which provides for articles of a kind normally carried in the pocket or in the handbag, with outer surface of textile materials, other, of man-made fibers. The duty rate will be 17.6 percent ad valorem.

Your inquiry does not provide enough information for us to give a classification ruling on style 40209. Your request for a classification ruling should include a sample of the article, in the condition in which it will be imported into the United States including any retail packaging. When this information is available, you may wish to consider resubmission of your request. We are returning any related samples, exhibits, etc. If you decide to resubmit your request, please include all of the material that we have returned to you.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
