RE: The tariff classification of isopropyl alcohol wiping cloths, for use in removing dust, dirt and grease from electronics and peripherals, from China.
Dear Mr. Robertson:
In your letter dated August 24. 2011, you requested a tariff classification ruling.
The instant sample, identified as Part number 8241-WX25, consists of a nonwoven (spun lace) wiping cloth that measures 13 cm x 15 cm (rectangular). This cloth is composed of 100 percent polyester man-made fibers and has been premoistened with a 70% isopropyl alcohol/30% de-ionized water solution. The sample submitted was contained in a sealed foil packet. An informal weighing of the instant sample revealed that it weighs approximately 218 grams per square meter.
The applicable subheading for the product will be 5603.94.9010, Harmonized Tariff Schedule of the United States (HTSUS), which provides for nonwovens, whether or not impregnated, coated, covered or laminated, of other than filaments, impregnated, coated or covered with material other than or in addition to rubber, plastics, wood pulp or glass fibers …, weighing more than 150g/ m². The duty rate will be Free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
