RE: The tariff classification of bead caps from China.
Dear Mr. Strong:
In your letter dated September 9, 2008, on behalf of Hobby Lobby Stores, you requested a tariff classification ruling.
You have submitted samples of bead caps, item number 390000L. They will be returned as requested. They are made of sterling silver and complete the bead prior to being made into jewelry.
The applicable subheading for the bead caps will be 7113.11.2000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Articles of jewelry and parts thereof: Of silver: Other: Valued not over $18 per dozen pieces or parts”. The rate of duty will be 13.5% ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
