RE: The tariff classification of a zippered pouch from Canada.
Dear Mr. Lefevre:
In your letter dated August 18, 2003, you requested a tariff classification ruling for a zippered pouch.
The submitted sample is identified as style SPE-5000, “Standard Pouch Book Protector”. The item is essentially a zippered storage pouch wholly made up of fabric backed plastic sheeting. The exterior surface is of a sheeting of plastic. Item SPE-5000 is representative of larger varieties identified as styles SPE-5001 and SPE5002. Each item is of a kind similar to traveling bag or toiletry bag.
The applicable subheading for the zippered pouch will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of sheeting of plastic, other. The rate of duty will be 20 percent ad valorem.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
