RE: The tariff classification of a Bubbler Bottle Necklace and a Bubbler Bottle Key Ring from Taiwan:

Dear Ms. Leone:

In your letter dated October 7, 1999 you requested a tariff classification ruling.

Two samples were submitted. The first Item# 24220 is a string necklace holding a 3” miniature plastic champagne bottle. The top of the bottle unscrews and a wand in the bottle will allow bubbles to be dispensed. The second Item# 51432 is a split metal key ring with a metal snap holding a 3” miniature plastic champagne bottle. The top of the bottle unscrews and a wand in the bottle will allow bubbles to be dispensed. Both bottles have paper stickers that read “WAY Cool 2000”.

The applicable subheading for the Bubbler Bottle Necklace will be 9503.90.0045, Harmonized Tariff Schedule of the United States (HTS), which provides for Other toys and models. The rate of duty will be Free. The applicable subheading for the Bubbler Bottle Key Ring will be 7326.20.0050, Harmonized Tariff Schedule of the United States (HTS), Articles of iron or steel wire..Other. The rate of duty will be 3.9% ad valorem.

This ruling is being issued under the provisions of Part 177of the Customs Regulations (19 C.F.R. 177).
