RE: The tariff classification of hardware from China

Dear Mr. Higinbothom:

In your letter dated February 8, 2008, on behalf of Bulldog Hardware, you requested a tariff classification ruling.

The samples you submitted are an anchor shackle, a grab hook, rope clamps, a double clevis and quick links, all composed of zinc-plated steel. The anchor shackle (item number 131318) is used to connect chain to rope. Item number 131182 is a grab hook with a clevis pin. Item number 131296 is a pair of rope clamps. Two ends of a rope will be placed in the clamp and then the four attached prongs will be hammered down to secure the rope. The last two articles, the double clevis (item number 131317) and the quick links (item number 131173) are both used with chain. The double clevis attaches chain to chain. The quick links will fasten chain to chain or accessories to chain in permanent or temporary applications.

The applicable subheading for the rope clamps, grab hook and anchor shackle will be 7326.90.8587, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of iron or steel, other. The rate of duty will be 2.9 percent ad valorem.

The applicable subheading for the quick links and double clevis will be 7315.90.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for chain and parts thereof, of iron or steel, other parts. The rate of duty will be 2.9 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
