RE: The tariff classification of 3-D Laser Scanners from France
Dear Mr. Ordet:
In your letter dated August 30, 2002, on behalf of Mensi Inc., you requested a tariff classification ruling.
The 3-D laser scanners are models GS100, S10 and S25. According to the descriptive literature, the scanners are designed to capture a 3-D “point cloud”, which is a large set of coordinates, in order to produce an accurate scan of three-dimensional objects. The “point cloud” can be viewed as a 2-D image on a computer monitor and can be rotated in all directions.
The model GS100 long-range laser mapping system can capture up to 3500 points per second. Its range is from 2 meters to 100 meters. The model S10 high accuracy laser mapping system and the S25 high accuracy laser mapping system can capture up to 100 points per second. The range of the S10 is 0.8 meter to 10 meters and the range of the S25 is 2 meters to 25 meters.
The model GS100 3-D laser scanner is used for scanning bridges, tunnels, architecture, process plants and facilities. The GS100 is a time of flight device; outputs are based on the time it takes for light to leave and return from a desired object. The models S10/S25 3-D laser scanners are used to scan mechanical parts, cultural artifacts and nuclear and process plants. The S10/S25 uses triangulation to create a “point cloud”. The 3-D laser scanners are considered second-generation rangefinders.
The applicable subheading for the 3-D laser scanners will be 9015.10.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for rangefinders, electrical. The rate of duty will be free.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
