Dear Mr. Glassman:
This classification decision under the Harmonized Tariff
Schedule of the United States (HTS) is being issued in accordance
with the provisions of Section 177 of the Customs Regulations (19
C.F.R. 177).

DESCRIPTION OF
MERCHANDISE : The submitted sample, style 3107, is
an infant's diaper cover. The shell is 100
percent cotton knit. The lining is nylon
mesh. There is a polyvinyl chloride layer
between the outer shell and the lining. The
diaper cover has an elasticized rear
waistband, velcro closures at the waist
front, and capping.
HTS PROVISION : Babies' garments and clothing
accessories, knitted or crocheted, of
cotton, other, other, other, other.
HTS SUBHEADING : 6111.20.6040
RATE OF DUTY : 8.6 percent ad valorem

IMPORT RESTRAINTS/
REQUIREMENTS : Subject to a visa requirement based
upon international textile trade
agreements. The designated textile and
apparel category may be subdivided

requirements applicable to the subject

documents filed at the time this merchandise is imported. If the
documents have been filed without a copy, this ruling should be
brought to the attention of the Customs officer handling the
transaction.
