1. On 07/28/2017, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the countervailing duty order on certain steel nails from the Socialist Republic of Vietnam (C-552-819) that entered on or after July 1, 2016. This PI was issued in connection with court number 17-00131.

2. This PI enjoins liquidation of entries which (1) were the subject of the U.S. Department of Commerce's final scope ruling on May 17, 2017, in an unpublished decision styled as Antidumping and Countervailing Duty Orders on Certain Steel Nails from the Socialist Republic of Vietnam: Final Scope Ruling on Midwest Fastener Corp.'s Zinc and Nylon Anchors; (2) were imported into the United States by Midwest Fastener Corp.; (3) were entered, or withdrawn from warehouse, for consumption on or after July 1, 2016; and (4) remain unliquidated as of 5:00 p.m. on the day when the U.S. Court of International Trade enters this order on the docket in this case.

3. Effective 07/28/2017, no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of July 1, 2016. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the PI.

5. Liquidation instructions for entries affected by this PI have not yet been issued.
