ADMINISTRATIVE REVIEW OF THE COUNTERVAILING DUTY ORDER ON LOW
FUMING BRAZING COPPER ROD AND WIRE FROM NEW ZEALAND FOR THE
REVIEW PERIODS AUGUST 1, 1989 THROUGH JULY 31, 1991. THE
DEPARTMENT ALSO DID NOT RECEIVE A REQUEST FOR ADMINISTRATIVE
REVIEWS OF THE COUNTERVAILING DUTY ORDERS ON CARBON STEEL
WIRE ROD FROM ZIMBABWE AND CERTAIN CIRCULAR WELDED CARBON
STEEL PIPES AND TUBES FROM THAILAND FOR THE PERIOD JANUARY 1,
1990 THROUGH DECEMBER 31, 1990.

2. THE MERCHANDISE COVERED BY THESE INSTRUCTIONS IS AS FOLLOWS:

AT RATES EQUAL TO THE CASH DEPOSIT OF ESTIMATED
COUNTERVAILING DUTIES REQUIRED AT THE TIME OF ENTRY ON LOW
FUMING BRAZING COPPER ROD AND WIRE FROM NEW ZEALAND EXPORTED
ON OR AFTER AUGUST 1, 1989 AND ON OR BEFORE JULY 31, 1991 AND
ON ENTRIES OF CARBON STEEL WIRE ROD FROM ZIMBABWE AND CERTAIN
CIRCULAR WELDED CARBON STEEL PIPES AND TUBES FROM THAILAND
EXPORTED ON OR AFTER JANUARY 1, 1990 AND ON OR BEFORE
DECEMBER 31, 1990.

COPPER ROD AND WIRE FROM NEW ZEALAND IS LIFTED ON ENTRIES
EXPORTED ON OR AFTER AUGUST 1, 1989 AND ON OR BEFORE JULY 31,
1991. THE SUSPENSION OF LIQUIDATION FOR ALL SHIPMENTS OF SUCH
MERCHANDISE FROM NEW ZEALAND EXPORTED AFTER JULY 31, 1991
WILL CONTINUE. THE SUSPENSION OF LIQUIDATION ORDERED FOR THE
REMAINING MERCHANDISE LISTED ABOVE IS LIFTED ON ENTRIES
EXPORTED ON OR AFTER JANUARY 1, 1990 AND ON OR BEFORE
DECEMBER 31, 1990. THE SUSPENSION OF LIQUIDATION FOR ALL
SHIPMENTS OF THE MERCHANDISE LISTED ABOVE EXPORTED AFTER
DECEMBER 31, 1990 WILL CONTINUE.

6. THE PROVISIONS OF SECTION 778 OF THE TARIFF ACT REQUIRE THAT
INTEREST BE PAID ON OVERPAYMENTS OR UNDERPAYMENTS OF AMOUNTS
DEPOSITED AS ESTIMATED COUNTERVAILING DUTIES. SUCH INTEREST
IS PAYABLE AT THE RATE IN EFFECT UNDER SECTION 6621 OF THE
INTERNAL REVENUE CODE OF 1954 FOR SUCH PERIOD. THE INTEREST
SHALL BE CALCULATED AT THAT RATE FROM THE DATE OF PAYMENT OF
ESTIMATED DUTIES THROUGH THE DATE OF LIQUIDATION.
