Findings

Pub. L. 114–124, § 2, Feb. 18, 2016, 130 Stat. 120, provided that: “The Congress finds the following:

“(1)
As many as 1 out of 6, or 8,500,000, American school children may have dyslexia.
“(2)
Since 1975, dyslexia has been included in the list of qualifying learning disabilities under the Education for All Handicapped Children Act of 1975 [see Short Title of 1975 Amendment note set out under section 1400 of Title 20, Education] and the Individuals with Disabilities Education Act [20 U.S.C. 1400 et seq.].”
