Notice of the lifting of suspension occurred on the message date of these instructions. See paragraph 5 below.

1. Commerce received a scope ruling request from Steel Electric Products Company, Inc. (SEPCO). Commerce issued a final scope determination on 12/20/2018 that the electrical conduit fittings, which SEPCO imports are not within the scope of the antidumping duty order on certain malleable iron pipe fittings from the People's Republic of China (China) (A-570-881).

2. Commerce determined that electrical conduit fittings imported by SEPCO (i.e., conduit bodies, conduit nipples, and conduit couplings and connectors), are not within the scope of the Order on malleable iron pipe fittings from China.

Specifically: Electrical conduit bodies are used to provide access to conductors in a conduit line and can be used to conserve space on certain bends and to split conduits in multiples directions. They are manufactured in accordance with the UL 514A Safety Standards for conduit bodies. SEPCO identified the following sub-types of electrical conduit bodies in its request:

1. Electrical Conduit Body Moguls - Malleable Iron/Hot Dipped Galvanized Finish
2. Electrical Conduit Bodies - Malleable Iron/Zinc Plated Finish
3. Electrical Conduit Bodies - Malleable Iron/Hot Dipped Galvanized Finish
4. Electrical Device Boxes and Covers - Malleable Iron/Zinc Plated Finish

Electrical conduit nipples are electrical conduit fittings that extend a run of electrical conduits in order to reach fittings, boxes, enclosures, or similar articles. Electrical conduit nipples may also connect two boxes, enclosures, or similar articles. They are compliant with UL 514B Safety Standards. SEPCO identified the following sub-types of electrical conduit nipples in its request:

1. Electrical Conduit Hubs - Both Malleable Iron/Zinc Plated Finish & Malleable Iron/Hot
Dipped Galvanized Finish
2. Electrical Rigid Conduit Compression Connectors - Malleable Iron/Zinc Plated Finish
3. Electrical Rigid Conduit Set-Screw Connectors - Malleable Iron/Zinc Plated Finish
4. Electrical Rigid Conduit Pipe Plugs - Malleable Iron/Zinc Plated Finish
5. Electrical Liquid-Tight Connectors with Insulated Throats - Malleable Iron/Zinc Plated Finish

Electrical conduit couplings and connectors are pieces of electrical conduits that join two pieces of electrical conduits together. They are manufactured to meet UL 514B Safety Standards. SEPCO identified the following sub-types of electrical conduit couplings and connectors in its request:

1. Electrical Expansion Fittings & Electrical Bonding Jumpers - Ductile Iron/Hot Dipped
Galvanized & Zinc Plated Finish
2. Electrical Junction Conduit Outlet Boxes - Malleable Iron/Zinc Plated Finish
3. Electrical Three Piece Couplings - Both Malleable Iron/Zinc Plated Finish & Malleable
Iron/Hot Dipped Galvanized Finish
4. Electrical Rigid Conduit Compression Couplings - Malleable Iron/Zinc Plated Finish
5. Electrical Rigid Conduit Set-Screw Couplings - Malleable Iron/Zinc Plated Finish
6. Electrical Rigid Cable Supports - Malleable Iron/Hot Dipped Galvanized Finish

3. For all entries of electrical conduit fittings not within scope that remain unliquidated on or after 12/02/2003, CBP shall terminate suspension and liquidate entries of electrical conduit fittings not within scope which were entered, or withdrawn from warehouse, for consumption.

4. Refund any cash deposits relating to the electrical conduit fittings described above.

5. These instructions constitute notice of the lifting of suspension of liquidation of entries of electrical conduit fittings entered, or withdrawn from warehouse, for consumption on or after 12/02/2003.

6. The assessment of antidumping duties by CBP on shipments or entries of this merchandise is subject to the provisions of section 778 of the Tariff Act of 1930, as amended. Section 778 requires that CBP pay interest on overpayments or assess interest on underpayments of the required amounts deposited as estimated antidumping duties. The interest provisions are not applicable to cash or bonds posted as estimated antidumping duties before the date of publication of the antidumping duty order. Interest shall be calculated from the date payment of estimated antidumping duties is required through the date of liquidation. The rate at which such interest is payable is the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period.

7. Unless instructed otherwise, for all other shipments of certain malleable iron pipe fittings from China not covered by paragraph 2 above, you shall continue to collect cash deposits of estimated antidumping duties for the merchandise at the current rates.
